That per-order number was a rumor(a Lie is more like it) and I feel sorry for any one who bought it (the lie not the game).
That was a forum post with fake evidence, and its poster was bragging about how people at n4g believed it.

Many people says the 360 storage problem would go away soon! I simply can't see that, assume MS did what every one is thinking and allowed hd installation, then what about those who bought arcade version? Those who bought it cause they were promised such thing will never happen, this will be another problem for MS, and bigger one at that, I bet we'll be seeing a lot of retards suing MS for it.

All the hype around this game and Perfect Dark was caused by Nintendo fanboys who never played a proper PC FPS at the time, good games? yes, but nothing close to the "best" FPS ever, I can name at least 5 PC fps which came out between 1997 and 2000 and are way better than those two.
Hopefully it will be stronger than the original X-Box.
